Adam Eliason is recognized for his leadership in the formation, governance, and administration of regional housing trusts throughout Southern California. He has played a principal role in the formation, launch, or management of five regional housing trusts, providing him with one of the region's most comprehensive perspectives on regional housing trust development, governance, funding, and operations.

Adam currently serves as Trust Manager for the Gateway Cities Affordable Housing Trust and previously served as Trust Manager for the Orange County Housing Finance Trust from 2018 through 2025. He also led the formation and launch of the Burbank-Glendale-Pasadena Regional Housing Trust, overseeing its inaugural year of operations and managing the competitive procurement process to select its permanent Trust Manager.

Through CivicHome, Adam led the feasibility and due diligence efforts that resulted in the formation of the South Bay Regional Housing Trust and is currently leading the Westside Cities Council of Governments' evaluation of a potential regional housing trust. This work includes strategic planning, housing needs assessments, stakeholder engagement, funding and program design, governance framework development, and preparation of organizational, legal, and policy documents.

Having both established and managed regional housing trusts, Adam brings extensive expertise in organizational development, governance, affordable housing finance, funding strategy, program design, and implementation. He also advises public agencies on emerging affordable housing funding opportunities and closely tracks the implementation of the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), including the evolving role of Measure A as a sustainable recurring revenue source for regional housing trusts and affordable housing programs throughout Los Angeles County.

Over the past six years, Adam has secured more than $70 million in federal, state, and local grant funding and designed and implemented programs that have supported more than 30 affordable housing developments, resulting in the creation of more than 2,000 affordable housing units. In addition to his regional housing trust work, he advises cities, councils of governments, regional agencies, housing authorities, and nonprofit organizations on affordable housing finance, revolving loan funds, homeownership programs, grant applications and implementation, policy development, organizational strategy, and innovative initiatives that increase housing production and preserve long-term affordability.
